The Complexity of the Decision-Making Process
Lord Bethel tweeted in response to seeing this chart that it's complexity justified the use of WhatsApp by ministers during the pandemic. Do we agree with that? I mean, I think the point they were trying to get across was just how kind of complex the decision-making process was and that the accountability arrangements around preparedness were. We still don't really understand exactly how much was done by what's happened. And you know, we don't know which bits were sort of the good part of it and which parts were the bad.
