When you have power, Labour won't want to lose it. It's in Labour's interest to do something which I see Welsh Labour do quite often - a sort of democratic shrug about the concept of a referendum. Do you think that decision to devolve actually kicked off a shift towards wanting independence? Presumably it helped the S&P quite a lot that decision. So it's going to make Labour nervous to go further given what happened last time they did it. The more people see that, the more people see, well, maybe it's better if we have full responsibility here and that leads people to the independence track.
