Anarchy is a system of informal rules that can be difficult to enforce. In Calvin and Hobbes, the rule of recognition helps resolve doubts about what's legal. An anarchist club should have its own bylaws in addition to formal sanctions for bad behavior. A police force would help solve disputes without wasting time on vendettas.
