Is the White House Council Operating With Imperfect Information?

The White House council may be operating with extremely imperfect information, says Julian Zelizer. If director comey told his general counsil that the president had asked him for loyalty at the dinner, one question i would ask is why didn't the general council at the fbi call the white house council? He can't do it alone; he has to understand what's breaking down in the structure of the building and in the staff support that permits that information to get to him so late.
