The Shadow Council and Gideon

Gideon answers to Pelion. It seems like he answers to Hux because he's asking, he's requesting things from them. He needs what they have. They have more resources than he has. So I guess you could say that there's no formal authority that they have over him. But in terms of the resources that they have and that they wield, that does give them leverage over some of the others.
