In india, they're using eminent domain for a bunch of other very perverse reasons. The best way to get a clean title is have the government acquire land and then assemble it. But in India there are two different land markets - one if you don't have all the relevant permits. And that's probably where this four x market rate and forty x of the profit sharing and all that is coming from, right?
