Chun-Li's name means spring beauty, which is a nice thing for it to mean. But yeah, they had it in their heads that there should be a female character first. And then they decided that it should be a Chinese female character because of the beautiful Chinese girl trope from 80s anime and video games. The idea for this character was initially named Zhili but they dropped that and changed it to Chun-Li.
