In Pennsylvania, the family courts have contracted to become the local child support agency. The courts can literally as the agency be prosecuting cases that can lead to incarceration and then ruling on their own actions. And when they rule on themselves favorably, they can pull down more Title IVD revenue. They're even incentivized in these contracts at twice the level to pursue that government owed support where it's used to repay public benefits and foster care than other forms of child support. It's devastatingly harmful to the families.
