The Origins of the Ottoman Empire
The millets had certain freedoms to travel and to teach and preach. They were allowed to convert to other religions if they chose, but as I said, Muslims could not convert out. The stability of the empire depended on a sort of carefully negotiated alliance between Turkish Muslims and Eastern Orthodox Christians. So from the vantage point of the Orthodox Christians, they did see the Ottoman state as a bulwark against the Western powers.
