The Importance of Context in Administration

Right now, we're apprehending 10,000 people per day. What that does is that strains all of our resources. It pulls our agents out of the border from patrolling and puts us in administrative duties. And when you only have 15% of your resource patrol in the border, the cartels own the border at that point. Now they have free reign to get anything into this country that they want.
