Claudius Is in the Top Ten

If you rank all the emperors, past, present and future, i think claudius pretty comfortably sits in the top ten. The problem with nero is that he didn't seem to have much interest in actually being emperor. Next week we'll get into one of the bottom feeders, who is constantly duking it out with caligula and elagobolus for the title of worst emperor ever.
