The Parallel Structure of a Scientific Statement

I feel like there was a little bit of a misspeaking in this quote. In so far, as a scientific statement speaks about reality, it must be falsifiable. And if it's not falsifiable, it doesn't speak to reality. That carries over to the second half. He's still referring specifically to scientific statements.
