The 1990s were the first decade where we started to see some central cities actually rebounding in terms of population and economic activity. In 1995 HUD begins to emphasize the leveraging of private investment in all of the proposals that it's getting from four HOPE 6 projects across the country. This is a direct signal and a clear signal to local housing authorities that HUD wants to see significant neighborhood change taking place in any kind of HOPE 6 site.
