Pierce tries to do all the picks evenly between all three and it's a shit show. So at this point in early 1853, he needs to come up with some sort of policy to push nationwide for people to rally around. Southern dams aren't going to allow new states without slavery. And so Frank wants to sort of organize Kansas without addressing slavery.
