Higher Order Thinking - Is There a Hierarchy?

There's a hierarchy of your level of thinking, which means there is lower order thinking and higher order thinking. But I don't like that at all. So why is it hierarchy? Why is there something above something else? Surely it should just be level play. And often what is miss as we try to use tips and tricks and facts in things that don't actually fit within the actual conversation or framework. There are just more questions, which I think is the point.
