McCarthy's Concession to the Right in the House Republican Conference

One reason they could pass the bill was they essentially knew it wasn't going to go anywhere. One key aspect of this whole debate that I think has been left ignored is the outside groups, the heritage actions and Center for American Renewal. They backed McCarthy on the Limit Save Grow Act earlier this month That gave McCarthy all the leverage going into these negotiations. But nonetheless, I do think it's going to be the very last minute, just so even McCarthy can say "This is it. We need to do it"
