Accused of drawing them into his country and funnelling them down towards the border, where they can then be sent on to european union countries. The accusation is that he's doing this to destabilize the e u in retaliation for sanctions. And poland, which is bearing the brunt of this, is said that actually it's vladimir putin, sitting in moscow, who's orchestrating all of this.
