Even before the ukraine war, chinese leaders were talking a lot about self sufficiency and ing less dependent on western technology. But at the same time, china was the leading force in bringing agreement on the arsep trade deal,. It supplied to join the trans specific partnership. It's negotiatid an investment agreement with europe that's currently on hold, but the chinese would like to see that come into force. So which is it?
