The Not-for-Profit Space Is Not Random Heterogeneity
I think we would be remiss if we did not admit that even in the not-for-profit space, there's bad behavior. There is a role for the federal government to step in when market forces aren't enough. If I had to design a system, I would design it with pretty liberal participation of private banks. You could imagine a scenario where there's just much more accountability and they need to know what program you're enrolling in.
