The book starts with these figures in hoods who are all sort of malignerors. They haven't really succeeded very much in their chosen fields and that gives them a lot of resentment. Captain Vimes the guy who runs it is drunk all the time. And he doesn't really have a lot going on because there's nothing to do. It tells me something about the world that it's not important.
