Abigail is just trying to escape poverty trying to reestablish a status in society whereas Sarah has higher ambitions than that broader ambitions for the country. Queen Anne certainly doesn't have any vision does seem like there's been a loss at the end of the film where the person with the queen's ear has no opinion really at all about the country they're just in it for themselves and that is a step down from the lady Sarah arrangement.
