Rita Crondwell created fake invoices for imaginary capital projects over a 20-year period. Clifton Gunderson performed payroll duties and bill payments for the city of Dixon. The accounting firm continued to perform the audit duties, but had a smaller, mom-and-pop accounting firm sign off on it without analyzing a single document. For their troubles, Clifon Gunderson built the City of Dixon for over $1 million.
