The world has got a decent track record of fixing air pollution problems. London back in the 1950s was notorious for its smog that's since been fixed. In 1979 major industrial countries came together to sign the convention on long range transboundary air pollution. But still 9 million people a year died from air pollution. So do we need a new kind of treaty to deal with this?
