How to Foster a Culture on YouTube Shorts

I feel like it's obvious that YouTube wants to try and be a culture driver like TikTok was through YouTube shorts yeah or like TikTok still is. What advice would you give to YouTube on how they can foster like culture like that or become a culture driver with YouTube shorts? I think where YouTube has TikTok beat is like definitely with community, he says. "So many things start on TikTok memes"  is one of his biggest strong suits.
