When Can You Ask for an Officer's Business Card in Colorado?

In Colorado, when can you ask for an officer's business card in a traffic stop? Well, you can always ask. That's free speech. But I believe that the law says that when the officer does a traffic stop and does not issue a citation or a ticket, then the officer is required to provide the business card.
