Is Separation of Power a Precondition for Democracy?

An educated populace is a requirement, you know, for an effective democratic form of governance. We were sort of building this overly centralized verticle of power under yelsen. The winner takes it all system, right? So everybody was fighting for total control oll institutions. Separation of flowers is a precondition for normal demarks. Unfortunately, we didn't have that.
