The rule was listed out of safety concerns, but I'm sure it was also helpful for street cleaning. In the 1920s, people were abiding by this regulation that permitted parking for up to about an hour and three hours after midnight. But did New Yorkers really not park for more than short periods of time? Well, actually, there were some cheaters, obviously, but this was surprisingly effective.
