Is There a Bill of Rights?

The foundation of american political structure sounds most like a best worst case senaria. Small states don't want to have a legislative body where population determines how many representatives you get. Southern states come in and although they own, supposedly, an enslaved population, they want those pieces of property to count as people in representation. There's a huge debate over how representation works. Whose being representing what? Should there be two houses of congress, or one house of congress? should there be a bill of rights? And then yound with tha compromise if senators would serve for six years rather than serving for life.
