Is There a Bill of Rights?

Small states don't want to have a legislative body where population determines how many representatives you get. Southern states come in and although they own, supposedly, an enslaved population, they want those pieces of property to count as people in representation. And then yound with tha compromise if senators would serve for six years rather than serving for life.
