The borough's system is fundamentally flawed. You have people effectively able to buy their way to an election victory. Everything is based upon affluence and so this is a system that quite clearly is appropriate and flawed and needs reform. Wellington opposes it. He's this arch Tory. Partly that might be a hangover from the French Revolution seeing what happened in 1789 1792, fearing what could happen if you let the working classes heaven forbid have a say.
