I'm still not clear when they say $600 billion. Are they loaning money? Are they giving export credits? I don't quite understand how they come to those numbers and what they're going to do with the money. The idea also is that as these government institutions put in small amounts of finance, then more private sector investment from commercial banks and private corporate institutions will want to be a part of financing these projects. So that's kind of the goal. As Tarela said, we really, you know, it should be down to what are the needs of developing countries.
