We have a natural, what he calls a sentimental yearning to take that behavior and extend it to the wider civilization. We use a very top-down, socialistic way of deciding things, and it's beautiful, and we love our families. So we must learn to live in two sorts of worlds at once - or even to apply the name society to both.
