The Australian government is preparing to make a statement on its relations with China. It will be written by the Prime Minister or foreign minister, says Tony Abbott. But it would need wide consultation from all levels of government before being made public. The US needs to be mentioned in any speech about bilateral relations - but not too much and not at all. And there must be balance between focusing on potential areas of cooperation and obvious areas of disagreement.
