Submarine Comedy Down Periscope

This is a submarine comedy down periscope, that came out in the middle 90s. It's very hard for me to pull anything out of this, except to say it was from a time when they made farcical movies at the height of the cold war. The industrialist in this movie has played by an actor whom i recognize, but i don't recognize necessarily because i've seen him anything. I recognize him a more because when i was a kid, there would be those commercials for, like, law firm, the personal injury lawyers and he would always be playing robert vaughan.
