Loughlin: Even the CIA in this period had too many scruples to lobotomize people as a method of social control. In 1960, he treated one Howard Dully, an 11-year-old boy with what I would describe as mild to moderate behavioral issues. He was rather withdrawn and anti-social, but certainly not someone a reasonable person would diagnose his in need of major brain surgery. Loughlin wound up recommending against lobotomies as a way to disable communists.
