After reunification, this building had been mothballed during the entire Cold War. A British architect, Sir Norman Foster, came in and decided to move the capital from Bon to here. The workmen got busy and they stripped off the panelling and they found the bullet holes from the end of the war. April 1945. Russian bullet holes. They came from the Swiss embassy over there, shot at it from here and from the other side,. entered it and then the Russian soldiers, drunk and vodka, scrawled their names, graffiti on these walls. And a big debate broke out. What should we do now that we have a united country again and still want to have a better democracy
