The aim of neoliberal foreign policy is to get the whole world surplus in one country, and leave nothing for the rest that's the implicit dynamic. What seems to be a growing economy is an economy that's shrinking as a result of all of the economic surplus being not by profits, but by monopoly rents. We're dealing with the fact that you don't have the kind of industrial capitalism in America or Europe that you had in the 19th century. You have a regression to a kind of neo feudal Ron Tye economy of inherited privilege, and oligarchy, not democracy.
