In order to fill in all that stuff, you need billions of training data. In some sense, you're almost creating a lookup table rather than a simple, generalized representation of the rules of chess. Theoretically, it's possible, but it's just like saying, theoretically, it is possible for all the oxygen atoms in your room to move over to one side and feed a diet that's fixation. And it's just not an plausible approach to the technology.
