Is There a Top Down Approach to Bitcoin?

In the bitcoin community, i think, an emphasis on the other side of that coin, where you see big coiners reaching out to legislators. You have buqely almost hosting, as at forty four different central bankers from all over the world to discuss bitcoin and how it can help them bank the on bank in their respective countries. I'm curious about your thoughts on this top down approach. Do you think these top down approaches can be useful or helpful in the long r ong?
