Affirmative Right to Vote
If i can do it all over and i will make the constitution easier to amend. And then i would include an affirmative right to vote. I tell us what states are required to do in order to insure equal access. Every state has a free and fair elections provision that tries to flesh out what the state invisions an election to entail or involve, or what the right to vote requires. That's a better basis for building a democracy than what we have in a federal constitution which is all about prohibitions.
