Corruption in China - A Puzzling Paradox

In 19 89, china's g d p was 300 forty seven billion dollars. Since then, it has grown on average nine % a year - four times the us. But how has this runaway growth happened in a country with so much corruption? As i mentioned earlier, that's not supposed to be possible.
