Geneva was purportedly a democracy, at least among its citizens. Rousseau would argue that women needed to be citizens with full participation in order to make his theories work. Only a small minority of the residents in geneva, however, were citizens. A handful of wealthy families controlled it all and they delegated to a number of people who would do their will.
