The History of Duterte and the Philippines

In 1896, self-declared president Emilio Aguinaldo led a local insurrection in Spain. The US refused direct support until their troops were able to land and replace the Filipinos around Manila. After about a year of fighting, General Arthur MacArthur declared martial law over the entire Philippine archipelago. He enacted an old directive that allowed the army to execute ununiformed combatants and their supporters.
