The Legal Debate on Russia's State Money

I wonder if there is conceptual distinction to draw between Russia state money and rally guard assets, right? I think it's a really important distinction. It would seem to me that it should be actually easier to seize state money than private money. My view as a non-law here is if international law doesn't allow this to be done then it's time to update international law. We do change the law. So we need to find ways of making something like this possible in such an egregious situation.
