Is the Biden Administration Doing This on an Ad Hoc Basis?

Biden administration seemed to be doing this on an ad hoc basis that in some ways isn't unlike, at least by judging by results, what the Trump administration would do. I think it was crazy not to set aside the Iran nuclear deal based on the actions of the regime going back decades before. The real concern with this prisoner exchange is that it makes Americans targets around the world. This is incredibly dangerous, as it only encourages further hostage taking.
