High heel shoes were worn by soldiers, chopines being worn by wealthy people who are showing off. You see this more in the eighteenth century, becomes a signifier of femininity. Is there a shoe string budget for high shoes? By the middle of the seventeenth century, many, many different socio economic groups are wearing heeled footwear. But the wealthiest did tend to have the more impractical versions of the shoes.
