The Implications of the Roman Constitution and Roman Institutions

The Tiber River, the effects of floods and sedimentation was a recurring challenge for Rome. This is something that they would have regularly been experiencing destruction of their harbor infrastructure. So there would have been a need to rebuild, fill in more,. raise up more, you know, reclaim more land... I like the idea that popular institutions in Rome are at least coming into being in conjunction with the need to meet these environmental challenges.
