The government isn't in the business of trying to alleviate pain, says Lord Tebbit. The whole way of making interest rates work as a policy is it is meant to make you win., he adds. But so far we've had 13 interest rate rises and nothing - which disproportionately affects people whose mortgage is a bigger part of their outgoing. And I think the problem with this is there will be social consequences to this,' Mr Tebbit argues.
