Can I Use Rails Migration Commands to Create Constraints?

There are various commands that you can use in migrations a to do various things. And there exist rails, migration commands to create constraints. O understand that you can invoke one of these rails commands to create, for example, a foreign key. That command can take an argument that says, skip the validations on this constraint. I have that right? Ah, well, let me. So i did pull up the documentation for the check constraint. But we don't have to use the foreign key constraint example. We could use any kind of constraint.
