The head of the ucranian er siber security agency, a chap called victor zara, gave an intervew t vice magazine in which he said that russia was committing siber war crimes. His take on this is that if you, say, for example, launch a crew's missile at a town hall, and you wipe out the local council, then that is a straightforward war crime.
