The law allows any one to appeal a permit. Two of the california coastal commissioners appealed, which sets in motion a procedure. The commission has to decide first whether there's a substantial issue with the permit that was issued. And then, if so, they have to hold a hearing to determine whether or not the permit was issued properly.
